6th SSC resol Feb 02
Note: After the establishment of the Soli-Luzon, communication was immediately patched through the Visayas and Mindanao counterparts. A resolution was thus passed when members of the student publications and writers' organizations attended the 6th Systemwide Students' Congress in UP Diliman on February 2002. It paved the way further for the systemwide establishment of the Alliance, which was to follow in its founding Congress in May 2002.


RESOLUTION UPHOLDING CAMPUS PRESS FREEDOM IN UP AND THE ESTABLISHMENT OF SOLIDARIDAD*

Whereas, student publications in UP have an active involvement in both local and nation issues. These publications play a vital role in raising social consciousness of the students and effecting change in mobilizing the students to advance their democratic rights and welfare, as well as those of the basic masses.

Whereas, UP student publications have established a tradition of militancy and advocacy journalism, which has been hindered by attacks on campus press freedom and the democratic rights of students. Throughout the Up System, publications experience violation against their right to free expression such as:

1) administration intervention in the release of articles and management of funds;
2) imposition of curfews on press office limiting the work efficiency of publications’ staffers; and
3) harassment of individual campus journalists who criticize administration policies and programs, and other groups and parties as well.

Whereas, besides such violations, other stringent violations further suppress campus press freedom in UP such as:

1) many publications do not have enough funds to finance regular release of issues
2) some publications do not have offices and facilities of their own; and
3) there are even some colleges without college publications.

Therefore, be it resolved, as it is hereby resolved that student publications and writers’ organizations in UP resolve to form the Solidaridad Alliance. Solidaridad shall resolve to support and initiate efforts to create or revive publications in all colleges, push for the publications’ total independence from the administration in the release of articles and management of funds, and campaign for the establishment of offices and allotment of adequate facilities for all publications.

Be it further resolved that the Solidaridad Alliance shall advance and uphold campus press freedom throughout the UP System.

Soli-Luzon resols Jan 02
Note: These were resolutions passed in the Soli Luzon-wide Congress, january 21-23, 2002, which paved the way for the systemwide establishment of the Alliance. Some resolutions were lost

Solidaridad 1st Luzonwide Congress

A Resolution Calling for the formation of a System-Wide Alliance of Solidaridad

Whereas, the student publications' and writers' organizations' role in raising student awareness and effecting change in the community is duly recognized.

Whereas, an alliance of student publications will greatly benefit each constituent in achieving their goals.

Whereas, significant news, issues, and movements are sometimes confined to a particular college or unit.

Whereas, such information needs to be known and discussed in other colleges/units to eventually benefit the whole system.

Therefore, be it resolved, as it is hereby resolved, that in the light of upholding campus press freedom and advancing campus journalism in the UP system, the Solidaridad Alliance-Luzon is committed in the formation of a system-wide alliance in coordination with the like in Visayas and Mindanao. We also resolve to further information exchange among different chapters by holding regular meetings and maximizing all communication capabilities in preparation for the system-wide congress which we propose to hold yearly.



A Resolution Condemning the UP Charter Revision

Whereas, a bill was proposed in Congress by House Representative Antonio Eduardo Nachura calling for the revision of UP's Charter.

Whereas, under the bill, the Board of Regents (BOR) would be granted the sole right and authority to make and implement administrative and educational policies governing the university. The BOR, for example, may decide to increase tuition and laboratory fees without any consultation with the students.

Whereas, being a state university, UP should continue advancing the students' interests and its policies should be approved not only by the BOR but also, and most of all, by the UP students.

Therefore, be it resolved, as it is hereby resolved, that the Solidaridad Alliance-Luzon expresses its condemnation of the bill revising the UP Charter and shall fight against its approval.

Resolution Calling for the Repeal of the Revitalized General Education Program (RGEP)

Whereas, the RGEP drafted and proposed by the General Education (GE) Council to the University Council (UC) was approved in UP Los Baños, UP in the Visayas, UP College Baguio, and UP Diliman.
Whereas, subjects under these clusters should meet the objectives and core values which would maintain the well roundedness of UP students.

RESOLUTION CALLING FOR THE CREATION OF SOLIDARIDAD, A
SYSTEM-WIDE ALLIANCE OF UP STUDENT PUBLICATIONS, WRITERS' ORGANIZATIONS AND STUDENT COUNCIL NEWSLETTERS*

Whereas, the student publications in the UP system perform a vital role in raising the social awareness of the students, which translates into their active participation in salient local and national issues.

Whereas, the UP student publications are noted for having a long history of engaging in the struggle to attain social justice.

Whereas, factors such as lack of funds and facilities, as well as technical constraints have hampered the publications from realizing their purpose as integral student institutions.

Whereas, issue such as repression, dissipation of publications or their non-existence presents a great disadvantage to the interests of the students.

Whereas, an alliance that brings together all the publications in the UP System can serve as a venue for promoting solidarity among the latter, as well as provide a means for information exchange regarding technical matters and issues being faced within different units.

Whereas, a system-wide alliance can aid in establishing new, or reviving struggling campus publications, and generally ensure the uncompromised existence of campus press freedom.

Whereas, the alliance shall benefit from the inclusion of writer's organizations and student council newsletters through their support in realizing the alliance's objectives.

Therefore, be it resolved by the Katipunan ng mga Sangguniang Mag-aaral sa UP (KASAMA sa UP), as it is hereby resolved, that a system-wide alliance of UP student publications, writers' organizations and student council newsletters be established through active encouragement from KASAMA sa UP member councils.
